Open EM Console resulting in 500 - Internal Server Error

Hi,

I have spun up a brand-new 12c DBaaS instance and followed the steps to open the firewall to allow access to EM Express (port 5500). I can access the service using the url: https://<IP Address>:5500/em but instead of rendering the login page, it returns a "500 - Internal Server Error" without any further information.

I was unable to dig out any useful troubleshooting information and would appreciate any hints as to how to diagnose and resolve the issue.
