Windows 10 32Bit ODBC Connection - Error while trying to retrieve text for error ORA-01019

I am trying to connect an 32bit Access database to an Oracle database to extract data on client that has been upgraded to Windows 10. I have the 11g instant client installed. I am receiving the error message:

ODBC--call failed

[Microsoft][ODBC driver for Oracle][Oracle]Error while trying to retrieve text for error ORA-01019 (#1019) [Microsoft][ODBC Driver Manager] Driver's SQLConnectAttr failed IM006

What is the solution to this error message?
