Where to find JavaCard tools zipped file on version 3.1

I need to use smart cards that support javacard 3.1 so I'm trying to install

java_card_simulator-3_1_0-u5-win-bin-do-b_70-09_mar_2021.msi>

which also contains the plugin for eclipse,

but I can't find the zip for the javacard tools of 3.1, where can i find this file?

Otherwise, is it correct to use the tools of javacard 3.2?

java_card_devkit_tools-bin-v25.0-b_470-23-APR-2025.zip
