using -p flag but getting back password: NO

I have an older version of mysql on one server. Version 8 on another.

When I connect from the older machine to version 8, no problem.

When I try to connect from version 8 to the oldserver using mysql -uuser -ppassword -hremote -A:

I get back: ERROR 1045 (28000): Access denied for user 'user'@'IP' (using password: NO)

The firewall has the IP in it, but not sure why is says (using password: NO), when clearly I used -p

NOTE: this also occurrs with --password
