the only settings that worked for me perfectly are in the following images
with the above setting ( windows NT compatibility ) i could verify java on the java site.
with the above setting ( windows NT compatibility ) i could open Configure Java ( Java Control Panel )
it happens always with Windows 7 operating system after fresh installation of Windows 7 64bit and 32bit both.
