Unable to migrate to a paid subscription

I was previously on a free trial before the account got locked due to a misconfigured 2fa which keep giving error message "Sign in policy denied access". However, I am unable to create a paid subscription as the credit card used is tied to this same account I am unable to access.
If there a way that the previous account can be restored, or the credit card released from that account so I can proceed to a paid subscription.
