I am learning about Oracle Apex 26.1.0 as a beginner through that lab.
In the documentation, Lab 3 in that tutorial suggests creating a dynamic action by right-clicking on the ADD_MOVIE button.

However, these are the options I see when I right-click on my ADD_MOVIE button (screenshot 2) in my environment:
