Unable to connect to TOAD : ora:-12546 TNS Permission error

Hi friends

Kindly help me

Am Unable to connect to TOAD : ora:-12546 TNS Permission error
till 2 days before it was connecting.

Dont know what happened now
SQL*Plus and Forms 6i are getting connected.

What can be the issue ?
