unable to add HCM_EXTRACTS_EXPORT_RWD role to the OIC user in oracle cloud hcm

Hi Folks,

I'm not able to add HCM_EXTRACTS_EXPORT_RWD user role to one OIC user in OC in which that user is trying to access oracle cloud and download the extract through OIC as middle-ware , can I get a way to add the user role please .
