TNS-04603 Unexpected char # while parsing KEY

As part of an initiative to deploy a containerized Oracle db to an kubernetes environment, I am getting the following error after startup when attempting to interact with the database from a consumer:

"Cannot create PoolableConnectionFactory (ORA-18951: NL exception was generated: TNS-04603: Invalid syntax error: Unexpected char \"#\" while parsing KEY"

My listener file does not contain any of the symbol:

my lsnrctl status command shows the database running:
