SQL Developer 24.3.0 not working properly.

I downloaded Windows 64-bit with JDK 17 included v24.3.0 and Windows 32-bit/64-bit both seperately first time on my Windows 11 23H2. Extracted ZIP into my desktop and ran sqldeveloper.exe but its not working healthy. Added link of screen record of the how program works:
