SaaS/Fusion Database Connection Tool

Hello,

Currently we are using BI Publisher reports to connect to Oracle Fusion HCM Data base and extract the information in terms of report.

Is there any Oracle Certified tools like SQL * Developer available to connect SaaS/Fusion Database.
