Region Refresh does not validate Read Only condition

I have an Interactive Grid with a Read-Only condition (Apex 23.2). I want to retest the Read-Only condition when a Page Item changes. I have a Dynamic Action that executes a Refresh on the IG Region, but the Read-Only condition doesn't trigger on Refresh, only when the page reloads. Is there a way to dynamically enable/disable (for edits) the IG?
