Recent OCSM installation- MySql will not start

Running a Red Hat Server with Mysql(8.0.30).
After installing OCSM(5.0.0.3.0) with all dependencies Mysql is unable to launch.
I've confirmed Mysql is running community edition.
When I run yum updateinfo --verbose I see several warnings regarding broken or duplicate ELBA (oracle linux) files.
image.pngIf I try to manually start mysql I see the following errors in my log file
image.pngIf I am understanding the documentation correctly, the pld-psa service relies on mysql to be online, which explains the failure shown in the log below.
