Public Document Access without asking for Login credentials

We have a adf page where we have published the Web URL of a content . The content is checked in with Public Security Group

Issue is that without logging in to WCC, users are not able to view the content.

Question is : How can we access a content from WCC without logging in?

Even through browser, when we try to access the URL for the public content , the login screen appears.

Is there a way we can by pass this?
