Problem using the frmf2xml

Hi,
trying to convert a fmb file to .xml i get the following error:

C\oracle\Middleware_12214\user_projects\domains\base_domain\config\fmwconfig\components\FORMS\forms1\tools>frmf2xml C:\Applications\ptol\f_texnikoi.fmb

ERROR - an exception has been encountered:
_jni_has_prop failed

I searched over the Internet but i did not find anything about it. Is there anything i can do about it?

Note: I use Oracle Forms 12.2.1.4
OraDb Version 19.23.0.0.0
