Post upgrade to Oracle Policy Modeling 24C getting Error OPA-000459

The project ‘-------.xprj’ could not be opened because the project directory (or one of the files in if) is read-only (OPA-000459).

I have deleted all projects and un-installed OPA 24C reinstalled application and downloaded the project but this has not resolved my issue.
