PLS-00201: identifier 'SYS.DBMS_XQUERYINT' must be declared

After installing Oracle Enterprise Edition 10.2.0.1.0 on Windows XP and creating a custom database using DBCA I can't seem to get XQuery or XMLQuery function calls to work from the SQL*Plus prompt. My database was created with only the Oracle XML DB and Enterprise Manager Repository options if that makes any difference.

SQL> xquery 1
2 /
ERROR:
ORA-19114: error during parsing the XQuery expression:
ORA-06550: line 1, column 13:
PLS-00201: identifier 'SYS.DBMS_XQUERYINT' must be declared
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored


I did a little a research on error PLS-00201 and ran the following check as sysdba.

SQL> select * from dba_objects where object_name = 'DBMS_XQUERYINT';

no rows selected


So as the error indicates it looks like the variable was never declared but DBCA created the database without any complaints so I don't comprehend why SYS.DBMS_XQUERYINT isn't visible?

I'm beginning to get desperate. Help from anyone would be appreciated.
