Personal Oracle 9i for Windows 98 installation problem

I installed Personal Oracle 9i for Windows 98 and selected the option for installing the starter database also. I had given the global database name and SID as orcl. Now, when i try to connect to orcl using SQL*Plus using sys, i get tns connection timed out error. Do I have to specify the hostname while connecting to the database? Please advice me as to the exact step that i should follow to connect to the database. Thanks
