OSP Resource Rate always based on PO Unit Price but it should be based on Rate at Resource Form

Hi All,
We are at 12.2.9 EBS Version.
For a Job, OSP Resource Rate calculate always based on PO Unit Price but We need to calculate based on the Rate defined at Resource Definition Form. We Using LIFO Costing Method.
The Reason we are expecting this because, Supplier Rates are not constant, they change their Rates in a time so we can update latest rates at Resource Form.
How can we do this.
