OracleServiceFREE wouldn't start on windows 11

The IT people in my company installed Oracle 23ai free on my laptop as administrator, after restarting windows, all the Oracle services are not started though they are marked as automatic. I am an AD user without admin privilege on my laptop. When I tried to start the OracleServiceFREE (or the listener service) I got an error:
Windows could not start the OracleServiceFREE service on local computer.
Error 1297: A privilege that the service requires to function properly does not exist in the service account configuration. You may use the Services Microsoft Console(MMC) snap-in (services.msc) and the Local Security Settings MMC snap-in (secpol.msc) to view the service configuration and the account

Please let me know what to do to make the service work with a normal AD user, thanks!

BTW, the IT admin has done icacls commands before the installation, and the DB was working fine right after the installation, it stops working after restarting windows.
