Oracle RMS v16 Customization - Preferred Date Format

There is a customization done in base Oracle RMS application 16.0.1 and additional custom screen added to RMS as per https://docs.oracle.com/cd/E12448_01/rms/pdf/1603/rms-1603-og3.pdf

Now the requirement is to apply the preferred date format (this Regional screen is available in base RMS) from base RMS application to the custom ADF screen/page that is newly added.

Can anyone please share their inputs on how/which of the base library could provide this information.
