Oracle Error at Start-up

When I boot my Host computer (an XP-Pro PC), the Oracle 10g DB encountered the following error in its log:

c:\oracle\product\10.1.0\admin\ccam\udump\ccam_ora_1040.trc:
ORA-25254: time-out in LISTEN while waiting for a message
ORA-06512: at "SYS.DBMS_AQ", line 577
ORA-06512: at "SYSMAN.EMD_NOTIFICATION", line 492
ORA-06512: at line 1

After the system is up and running, trying to access the Oracle DB from a client station (loaded with Oracle 10g Client) through the Network Manger encountered the message "ORA-12170: TNS: Connect timeout occured".

Can anyone tell me what is going wrong with the host Oracle DB?
