oracle ebs application services not starting

Hi All,

Hope all are good.

We recently upgraded EBS 12.1.3 prod database from 11.2.0.3 to 11.2.0.4.

After cloning of EBS(12.1.3 & db 11.2.0.4) production instance to EBS test instance successfully, failed to start Oracle application services.

Getting error as shown below.

Starting OPMN managed Oracle HTTP Server (OHS) instance ...

LPX-00202: could not open "/inst/apps/TEST_erp/ora/10.1.3/opmn/conf/opmn.xml" (error 5)

XML parse failed: error 202.

opmnctl: opmn.xml validation failed.

echo $ORACLE_HOME = /../apps/tech_st/10.1.2

echo $ORACLE_CONFIG_HOME =/.../inst/apps/TEST_erp/ora/10.1.2
