Oracle Dequeue issue

Hello all,

Database version : 19C

We are enqueuing 2 messages in almost same time, but when dequeue is happening , 2nd enqueuing msg is dequeuing before 2nd one.

Queue table created with ENQ_TIME sort option. No priority mentioned in Queue , but all the msg is priority 1.

Sample:
