Oracle Cloud Infrastructure: Instance Termination Process Hanging for 13 Days - Seeking Assistance

I am currently experiencing an issue with one of my instances on Oracle Cloud Platform. When attempting to terminate this instance, it has been stuck in the "Terminating" state for over 13 days now.

I would greatly appreciate your assistance in either restoring this instance to an available state or completing the termination process properly.
