Oracle Business Intelligence 12.2.1.4.0 prefix ' after @

While doing the server migration we are experiencing an issue with one scheduled CSV-report . In one case it prefix ' before @, and in another it does not

It did not appear on old TC (Oracle Business Intelligence 12.2.1.3.0)
It is appearing on new TC (Oracle Business Intelligence 12.2.1.4.0)
