Oracle APEX on-premise installation query

We are using Oracle on-premise R12 EBS and VCP environment.

We are planning to get Oracle APEX installed and having below basic queries, it will be great if experts here can provide guidance

  1. Is it required to be installed in both EBS and VCP environments?

  2. If we install in EBS, hope we can fetch data using DB link from VCP environments?

  3. If we need to install in VCP environment, can we know the reason why its needs to be installed in both environments?

    Please advise, Thank you!!!
