Oracle 8 on Pi Compute Module 4?

Has anyone tried to install/run Oracle Linux 8.3 on the Raspberry Pi Compute Module 4?
I tried copying it to the built-in eMMC (which precludes the use of an SD card) and it tries to query a BOOTP server (which I don't have one setup) and then drops me to a U-Boot prompt.
I have successfully installed Oracle Linux 8.3 on an actual RPi 4B using an SD-card and it works perfectly. I even expanded the root filesystem to the rest of the SD-card.
I know there are some differences. On the compute module I am trying to boot from eMMC instead of SD-card. The USB ports are also disabled by default so the USB keyboard doesn't work to be able to type anything at the Uboot prompt. I have installed the 64-bit Raspberry Pi OS to the Compute Module 4 eMMC and it boots correctly.
