ORA-28040 and Version 23.4.1

According to the version 23.4.1 release notes the ORA-28040 issue should be fixed. However, the error is preventing me from connecting in VS Code on my Windows laptop. I can connect to the database with Oracle SQL Dev, just not with VS Code.

What info do you need from me to troubleshoot?
