ORA-01031 insufficient privileges: grant execute on DBMS_VECTOR to vector;

I am trying the “Vector Search and Generative AI for Oracle Database Developers”-Tutorial with my Oracle free ADB in the cloud. But my ADMIN-Account does not have the permission for granting execute right on DBMS_VECTOR
