General Database Discussions

First time poster please be patient....

Oracle 10g
Windows 2003

I've noticed that OEM (http://localhost:1158/em/console/logon/logon) will take at least 10 minutes to log in. However once logged-in it's normally fast and responsive.

I've tried restarting dbconsole and the box itself however this did not work. I've read about "Beacon Targets" but have no clue if this is related to my issue.

Has anyone experienced this problem?
