Odbc - sqora32.dll system error 1114

Hi,
we have problems with odbc connection from windows server 2016 to oracle server 12.1.0.2.0. Odbc caller (windows machine) is running microsoft d365 Finance and Operations application.
Sometimes it works just fine but then randomly we get error Specified driver could not be loaded due to system error 1114:A dynamic link linrary (DLL) initialisation routine failed. (C:\instantclient_19_5\SQORA32.dll)
If we try to test connection from windows odbc driver configuration it is succesful. Only thing that helps, sometimes is restarting AX service.
Any idea what is happening,
