new install - Windows cannot find ‘http://127.0.0.1:%HTTPPORT%/apex/f?p=4950’

Hi,

new to the oracle world. Installed 11g express edition on windows 7. Installed fine, oracle is stating up, I can connect with sql developer from my MAC and from command prompt.

icon "get started" on the desktop returns error:

Windows cannot find ‘http://127.0.0.1:%HTTPPORT%/apex/f?p=4950’

from the start menu selecting "database homepage" returns nothing just a circling wheel on the tab of chrome

just wanna create a DB and some tables to learn

http://127.0.0.1:8080/apex returns: No data received ERR_EMPTY_RESPONSE

http://127.0.0.1:8080/htmldb just keeps "circling" (from Database_homepage menu link)

conn / as sysdba returns: ORA-0131 insufficient privileges

going nowhere fast...
