Native Compilation on Autonomous (Shared) ?

Looking initially for advice then perhaps instructions.

I am planning an application hosted on shared Autonomous database (19c/23ai)

The core operations are arithmetic - multiplication and addition non-integers (negative & positive, decimal).

There will be billions of operation even for small datasets.

Application code is PL/SQL (and some APEX)

Qu: Is Native Compilation likely to help (performance)

Qu: Is Native Compilation available on shared Autonomous database

Qu: Is Native Compilation advisable on shared Autonomous database

I did google / check docs but found very little - apologies if I missed something.

Also not 100% this is best forum for this question.
