Multi VM and BYOL

This feature ensures that costs are incurred only for the actual OCPUs utilized, allowing for dynamic allocation and deallocation on a per-second basis according to your workload needs. Notably, there are no charges for OCPUs assigned to the Autonomous VM Cluster (AVMC) or the Autonomous Container Database. Additionally, if you opt for the Bring Your Own License (BYOL) approach, the entry price is further reduced by a factor of four.
