Money deducted and account upgrade failed.

Hello there, i have oracle free tier account and wanted to upgrade it to pay as you go account. First time money deducted (around $100) but account was not upgraded and money refunded. I tried again with same debit card and oracle again deducted around $100 but account was not upgraded and i did not even receive refund this time. So what should be done for refund. Oracle never mentioned deducting payment just to upgrade account to pay as you go. Please anyone suggest how can i get refund.
