Missing icons in workflow editor after upgrade to Apex 24.1.2

After upgrading our Apex on-premise environment from version 23 to version 24 (24.1.2), all icons in the workflow editor main window are displayed as “reverse quotation marks”. This applies to any app having one or more workflows in it.

Any suggestion on how to resolve this is greatly appreciated.
