We have a question from a customer who is considering migrating to 23ai.
In the manual below, it says to import 18c XE (Express Edition) into 23ai Free via 21c XE (Express Edition).
Please tell me why I have to go through 21c for expdp/impdp migration.
(I am aware that 18c expdp > 23ai impdp is possible without going through 21c since Doc ID 553337.1).

Oracle Database 18c XE users must first migrate to 21c XE (see “Migration from Previous Versions of Oracle Database XE to XE 21c”), export data from 21c XE and import it into Oracle Database 23ai Free The data must be exported from 21c XE and imported into Oracle Database 23ai Free.
