As a POC, I am trying to setup a trusted recon based on flat file using GTC. I have also created an access policy through which AD resource is provisioned. Now before AD is provisioned, I need manager's approval.

I have created an approval workflow for AD RO and it is working fine if an existing user goes and requests AD resource. However the approval is not triggering if the user is created through the trusted recon process. AD resource is automatically provisioned to the user in this case.

When I changed the access policy to "Provision with Approval", an approval is sent to xelsysadm user. Once xelsysadm approved it, a pending appoval was sent to the manager queue as well.

Please advice on how I can trigger an approval during a trusted recon process with out having an access policy realted additional approval. Also just out of curiosity, how can I specify who the approvers are for an access polcy.
