Jdeveloper, JSR227 and Licensing

Can anybody help me find the official licensing terms for JDeveloper? I can't find them anywhere on the website or the downloaded application. Why is the license hidden away like this?

I'm interested in using JDeveloper for its JSR227 implementation, but would like to know whether or not using JSR227 features means I have to pay for an ADF license. Will Oracle still release JSR227 as opensource?

Can I use the JSR227 implementation independently of the IDE? I noticed that in the JDeveloper distribution the /jsr227 directory is empty.

Maybe somebody could also shed some light on what is happening with JSR227? It was submitted in July 2003 but it is very hard to find any signs of life online.
