Issue Installing Oracle Developer Tools for Visual Studio in Offline Environment

Hello,

I'm trying to install the Oracle Developer Tools for Visual Studio (ODT) on a machine that is part of an internal network without internet access. During the installation process using the VSIX Installer, I encountered several errors related to downloading the required packages.

Here are the key errors from the installation log:

Object reference not set to an instance of an object.
Failed to create scheduled task: UpdateConfiguration_S-1-5-82-271721585-897601226-2024613209-625570482-296978595
Failed to create the update configuration task for user IIS APPPOOL\\.NET v4.5
Package 'Oracle.VsDevTools.16.0' failed to download

Since the machine cannot connect to the internet, I'm unable to download the necessary files during the installation process.

Could you please provide guidance on how to install Oracle Developer Tools for Visual Studio in an offline environment? Specifically, is there an offline installer available, or a way to manually download and install the required packages?
