issue doing config in 14c

hi am having this error when doing config in forms 14c

Encountered error: Servicetable connection not available.
isSampleDB=false
isLocalDb()=false
Exception while building Servicetable connection ex=Failed to convert EndPoint to XML String due to null EndPointConnection in EndPoint.
