Is there any way to load questionnaire/Questions/Answers in Bulk in Oracle Cloud HCM?

I want to enter 800+ questionnaires with their questions and answers. I want to know if there is a way available to load this data through HDL or HSDL rather than doing it manually.

Please give an idea about any other tool available which can work with Oracle Cloud HCM R13.
