Is there an option to control inactive sessions when upgrading Oracle version?

The Oracle version of the connected module (interface) was upgraded from 12c to 19c in the other DB, but the number of inactive sessions continues to increase.
Since it is a module, the program was not modified, and only the other DB version was upgraded. If new sessions are continuously created and work is being done, is there a part that can be controlled in the other DB?
I am leaving a question because I wonder if there is an option setting to clean inactive sessions other than removing them with session kill and procedures.
