Installing OEM for MySQL without Cloud Control?

We have MySQL Enterprise edition, and I downloaded OEM for MySQL. Our environment: MySQL 8.4 on Linux x86-64 (64-bit).

Is it possible to install it without Cloud Control? If so, what are the installation steps?
If it isn't possible, is Cloud Control licensed under our MySQL Enterprise edition?
