iby_disbursement_setup_pub.Update_External_Payee to update remittance email address for suppliers

I am using iby_disbursement_setup_pub.Update_External_Payee API to update the supplier remittance email address & payment method the api returns with success but doesn't update the information.
I am on EBS R12.2.10 and 12c database version
