I can't access my Oracle vm 23c database from my local machine; Windows via SQL-Developler .

I have installed free Oracle database 23c with Oracle vm virtualbox on my windows.

I have no problems with http://localhost:8080/ords/hr/_sdw/ from Windows.

I get the following error message when I use SQL-Developer from Windows to connect to the freepdb1 database on the vm

Status : Failure -Test failed: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
(CONNECTION_ID=CtDZzY2WRqmsC6Ndnx0+lw==)
