How to recreate wallet when SSL certificate expiration OSB 10.1

I can't recreate wallet when SSL certificate expitration. I think we have OSB 10.1. There is article OSB: SSL certificate expiration (Doc ID 2435605.1)

for OSB Release12.1.

It is not run obtool. The obcm uses only basic parameters :

I can't  export a Signed Certificate.
