How to create a user on a delivery system?

Hi All,

How do I create a user on the delivery system as when I hit the same URL as the content management system (http://<<DeliveryIP>>:<<DeliveryPort>/cs. I need to create the same for a publishing setup (Mirror to server) and it says to create a user on the delivery system.

Any help is appreciated
